Senior Station Officer Lee Ship, 39, was acquitted after deputy magistrate Colin Wong Sze-cheung in Eastern Court ruled that her failure to report an obstruction in a cafe was a misjudgment, not a crime.
Lee claimed outside court that she had been set up.
The court heard she had not reported a table obstructing a fire exit in a cafe she had inspected.
Her supporters, who filled the court's public gallery, clapped and cheered as Wong handed down his judgment.
Lee took a deep breath before breaking down into tears.
