Prevention is top priority

Li Yizhong has outlined six measures in the latest attempt to curb rampant coal mine disasters.

Speaking on his arrival in Tangshan on Wednesday to direct the rescue operation, the safety chief said all mine officials should give top priority to prevention work. Xinhua quoted Mr Li as admitting that the prevention campaign had not been successful and needed to be stepped up.

He said the closure of illegal coal mines should be enforced.

Among other measures, Mr Li said coal mines with substandard safety facilities would be closed to prevent owners from using maintenance and technology improvement as excuses to operate pits.
