The pro-Russian activists occupying state institutions in eastern Ukraine said they will not heed an ultimatum by the government in Kiev. Ukraine's acting President Oleksandr Turchynov warned that a military operation would be launched against them if the separatists did not lay down their arms. Events in Ukraine added urgency to the talks. Dozens of protesters hurled rocks, stormed a regional police building with a petrol bomb in Horlivka, not far from the border with Russia.
