Bias on China advisers hit

CHINA was criticised yesterday for shutting the door on the Democratic Party in selecting advisers on district affairs.

Eric Wong Chung-ki, the secretary-general of the Association for Democracy and People's Livelihood (ADPL), said the move showed China was not open enough in its consultation with Hong Kong.

Mr Wong was the only member of the 'small l' liberal camp appointed in the second batch of district affairs advisers yesterday.

Eastern District Board member Tony Chan Tak-wai of the Hong Kong Democratic Foundation, known for good relations with the pro-China camp in his district, was among those appointed.

Speaking after receiving a certificate of appointment from Xinhua (New China News Agency) chief Zhou Nan, Mr Wong said: 'I cannot agree with the arrangement [to exclude the Democrats].

'No matter whether it is the appointment of district advisers, Hong Kong affairs advisers, or the Preliminary Working Committee and Preparatory Committee members, China should include people of different views, including the Democratic Party.

'The Democrats surely represent the political view of many in the territory and China is ignoring the views of many people by keeping the Democrats out,' he said.

Mr Wong, the chairman of Shamshuipo District Board, side-stepped a question on whether appointing ADPL members was simply window-dressing.

'If they decide to ignore my views, they are deemed to suffer a loss in the sense that they cannot get a comprehensive picture of the public's view.

'This is going to affect the credibility of the post-1997 Government,' he said.

The ADPL is going to conduct a review of its position towards appointments offered by the Chinese authorities in March.

Mr Wong said the association would decide whether its members should continue to retain the advisory posts after considering what they had achieved.

The only appointed expatriate, International Islamic Society president Mushtaque Ahmed, said he wanted to contribute his experience of 25 years of living in the territory.

Another appointee was the deputy to the chairman of the Federation of Hong Kong Industries, Kenneth Ting Woo-shou, who said he wanted to reflect his concern over the development of Hong Kong industry as well as district affairs.
