Intellectual property body more than a registry

I refer to Dr Chan Wai-kwan's article entitled 'Positive action on piracy' (South China Morning Post, September 26) in which he referred to the need for the Intellectual Property Department to promote intellectual property rather than to serve as a registry for its products.

In fact, the department is not simply involved with registering trademarks, patents and designs. It is also concerned, for example, to see that information about intellectual property protection is given to the younger generation.

To this end, representatives from the department visit secondary schools in Hong Kong and talk to students.

We intend to visit all secondary schools in Hong Kong within five years, and are also working to produce a primary-school teaching kit.

At the tertiary level, an 'ambassador' scheme whereby undergraduates are recruited to work on projects that promote intellectual property has been put in place. Other promotional activities are also undertaken via the Intellectual Property Society formed last December. If Dr Chan wishes to join the society, he can call Miss Jo Ye on 2916-6818.

The above activities are in addition to talks, press interviews, seminars and conferences given by the department, both locally and overseas, since its creation in July 1990.
