Guiyang slashes red tape

Guiyang, capital of northwestern Guizhou province, has cut bureaucracy to streamline the city's approval and licensing processes to enhance its investment environment.

Mayor Sun Guoqiang said in Hong Kong yesterday Guiyang had abolished 13 administrative approval procedures, before a government delegation's departure last weekend for a trade and investment promotion tour in the SAR.

He said projects within local regulators' purview and not involving government cash injections would now only need city-level approval. No provincial approvals were needed.

The move, together with a months-old initiative named 'one-stop investors' services office', would streamline the approval and licensing processes for businesses, said Mr Sun, adding that the changes were meant to weed out corruption and gloss up the landlocked city's image to outside investors.

The one-stop office allows investors to complete all paperwork for operational licences in one location, with the aid of multimedia.
