Topless sunbathers' offensive behaviour

On Easter Monday, as it was a school holiday, I went to Repulse Bay beach with my children.

I saw two Caucasian women sunbathing topless. That didn't bother me much. I was, however, very offended when the two women started walking around the beach with their tops still off. They were standing near many children on what is a public beach.

Although these two sunbathers apparently enjoyed the public's attention (they didn't mind having pictures taken by some mainland tourists), I found it extremely inappropriate, given the number of families with young children on the beach. I would be grateful if the relevant government department could, through these columns, clarify the law regarding public nudity on beaches in Hong Kong. Also I appeal to sunbathers wanting to go topless to show some consideration for other users of the beach.

Perhaps that sort of behaviour is acceptable in some countries, but most Hong Kong people consider it to be obnoxious.
