THE newly-appointed Shenzhen police chief, He Jinghuan, is facing a tough battle to maintain law and order in the Special Economic Zone where a manpower shortage has been cited as the main reason for the city's soaring crime rate.
Mr He, who replaced LiangDajun late last year, has reportedly set up a special taskforce targeted at car thieves and pickpockets. At the same time, a 2,500-man patrol unit has been formed to combat highway robberies.
The problem of the soaring crime rate was high on the agenda of a recent top-level meeting by the authorities, according to the semi-official Hong Kong China News Agency yesterday.
It said party leaders feared further deterioration of public order could drive foreign investors away.
