To counter the excesses of paparazzi, western countries like Britain, the United States and Canada have passed laws against video voyeurism or covert filming.

In comparison, Hong Kong lacks stringent measures to curb the prying activities of the media. Foremost among legal regulations which protect privacy is the Personal Data (Privacy) Ordinance, which came into effect in December 1996.

The legislation regulates the acquisition, collection, recording, storage and disclosure of personal data. However, the law is hard to enforce in cases concerning paparazzi.
