Civil service achieves 95pc of targets

The government's 75 departments and bureaus achieved, on average, 95 per cent of their performance targets for the past three years, a civil service review found. Targets that were not fully achieved were mainly the result of fluctuations in public demand that were beyond prediction, complexity of cases processed, and changes and turnover of staff.
