Driver faces bribe charge over triad death case

A van driver has been accused by graft-busters of conspiring with a police constable and a legal executive to solicit a bribe of HK$13,000 from the father of two suspects in a murder case as a reward for divulging information on the investigation.

Kwan Kwok-leung, 31, who was charged on Monday and is on Independent Commission Against Corruption bail, will appear at Fan Ling Court today, on conspiracy for a public servant to solicit an advantage. He will be transferred to the District Court to enter a plea.

Two brothers, Mok Yu-chuen, then 27, and Mok Yu-wing, 20, were sentenced to life for murder and 10 years for manslaughter in 2008 over the gang killing of Pun Fuk-kwan, 16, in Fan Ling. Two other males aged - 18 and 15 at the time - were sentenced to seven and six years in 2007.

Pun, an immigrant from the mainland, was called on June 4, 2006, by a friend who said he had been in a dispute with a triad gang and asked for help. When he went to the scene, Pun was ambushed, and stabbed and beaten. Police arrested eight males aged between 14 and 23. Pun died in hospital six days later.

The charge alleged Kwan conspired with the constable and a legal executive of a firm of solicitors to ask for about HK$13,000 from the father of the Mok brothers, between May 1 and September 8, 2007, as a reward for the officer divulging information on the murder inquiry, an ICAC spokesman said. The officer, now retired, and the legal executive are also on ICAC bail.
