Hospitals may ban mainland mothers:

Janet Lui - It's useless. All the intensive care unit babies [born in private hospitals] will transfer to the public ones. The root of the problem can only be solved by stopping the issuing of Hong Kong IDs to babies [whose parents are both mainlanders].
