Chinese enforcement officials caught on video bullying blind masseurs on the street

A group of urban enforcement officials has been criticised on social media in China after they are seen on a video playing tricks, teasing and laughing at blind masseurs operating on the street.
The officials, known as chengguan on the mainland who enforce by-laws such as street trading, tried to move on a group of blind masseurs who had set up shop without permits in a public area in Kunming in Yunnan province, Yunnan.cn reported.
The officers set up a loudspeaker near the masseurs telling the public not to have a massage.
A masseur tried to turn off the loudspeaker, but an official ran off with the box laughing, the article said.
Other chengguan are seen laughing and smoking as the masseur is left bewildered trying to find the loudspeaker.
Urban enforcement officials generally have a poor reputation in China after several highly publicised cases about heavy-handed and sometimes brutal treatment of suspected offenders.
One person commented on social media: “Teasing others for their disadvantages. Will they feel the prick of their consciences?”
Another wrote: “It was teasing and insulting rather than law enforcement.”
