Housing staff attack plan for new chief

A Housing Department plan to expand its team of senior officials has been condemned as 'feeding a white elephant'.

The department, which already has 69 directorate officers, wants another assistant director to develop quality reforms.

The move comes as the department pushes for management reforms to contain the growth of frontline staff and cut costs.

Top justice post backed

The creation of a senior administrative post to share the workload of Secretary for Justice Elsie Leung Oi-sie was approved by the establishment sub-committee.

The Director of Administration and Development, tipped to be Stephen Lam Shui-lun, will assist Ms Leung in formulating and implementing policies, supported by a deputy and an assistant director.
