How the dispute unfolded

Feb 26, 1998 Yuen Long Provisional District Board unanimously endorses government proposal to erect traffic signs banning heavy vehicles from Fairview Park Boulevard after Kam Pok Road opens.

Early 2005 Government decides to open Kam Pok Road on June 30 for heavy vehicles and installs traffic sings prohibiting container trucks from using the privately owned boulevard.

Tyres blocking path forced 12-year-old to ride on the road

A 12-year-old was killed by a truck in Yuen Long yesterday while cycling to school with his brother.

Police said tyres that had been placed on the pavement to protect pedestrians from traffic forced Kam Ho-wah, a Form One pupil at Bethel High School in Fairview Park, to ride on the road.
