'30+1' voting plan facing obstacles in commission

A proposal to allow the whole voting public to return all 30 lawmakers in the Legislative Council's functional constituencies faces obstacles in the Commission on Strategic Development, according to a paper released by the government yesterday.

According to the '30+1' proposal, electors in each functional constituency would nominate candidates for their constituency's seat.

The universal view: 'one person, one vote' is best model for chief executive poll

Several universal suffrage models for chief executive elections were floated by the government yesterday - all of them proposing that candidates face a 'one person, one vote' process after being selected by a nominating committee.

However, there was no reference to a timetable in the proposals, gleaned from public submissions to the Commission on Strategic Development.
