Asean summit unlikely to seal code of conduct with China

This week's gathering of regional leaders in Cambodia won't witness a breakdown in talks between foreign ministers over the South China Sea, as happened at their last meeting in July, but nor is it likely to see agreement on the issue.

Every week, the Foreign Ministry has to parry questions from journalists on a wide array of issues, some of which have little to do with foreign affairs. On the hot topic of the awarding of the Nobel Peace Prize to imprisoned dissident Liu Xiaobo , for example, the Ministry of Public Security and the Ministry of Justice were involved, as well as organs of the ruling Chinese Communist party.

Mainland diplomat takes up post

Cui Zhanqiao, a veteran diplomat, has been made deputy commissioner of Beijing's Foreign Ministry in the SAR, replacing Liu Hongxiao. Mr Cui, from Liaoning province, joined the Foreign Ministry in 1965 after college graduation. He has worked at embassies in the former East Germany, France, Barbados, Singapore and the United States.

A top Chinese adviser on foreign affairs will travel to America today to make final preparations for the presidential visit, Beijing's Foreign Ministry said yesterday.

Liu Huaqiu, Director of the Office of Foreign Affairs in the State Council, will travel to Washington at the invitation of National Security Adviser Sandy Berger.

Foreign Minister Qian Qichen and Beijing's Deputy Mayor, Zhang Baifa, took part in the opening ceremony yesterday for a new building to house the Chinese Foreign Ministry.

Beijing to have greater say in VIP visits after handover

The Chinese Foreign Ministry is expected to take charge of official VIP visits to Hong Kong after the handover, according to diplomats.

Working from a building under construction in Mid-Levels, it will take over from local administrative officials the sensitive and prestigious task of organising trips for presidents, prime ministers and foreign ministers.

A MULTI-STOREY building for China's Foreign Ministry is to be built on a government site in Mid-Levels for use after 1997.

Li Ka-shing's Cheung Kong Development has been appointed to oversee the construction of the 19-storey building, on a 40,000 square foot site in Kennedy Road.
