North and South Korea agree to ministerial talks

South Korean activists floated anti-Pyongyang leaflets across the border with North Korea on Monday, a week after the North threatened military action over a similar propaganda exercise.

Activists in South Korea yesterday floated balloons carrying tens of thousands of anti-Pyongyang leaflets into North Korea, eluding police who had disrupted an earlier launch attempt amid threats from North Korea.
