Mild weather gave the long-awaited ban on idling engines a smoother start than many had expected yesterday as most drivers, not needing their air conditioning, switched off the ignition voluntarily.

Development chief aims to stop rush of plans before new rules

Secretary for Development Carrie Lam Cheng Yuet-ngor is looking at administrative ways to prevent developers rushing through submissions for building plans before new measures take effect early next year that target the practice of inflating the floor area of flats.

Memory master shines despite being a poor student of English

At the recent Welsh Memory Championship he memorised 42 random words in five minutes. Lam is now ranked 31st in the world in the 'five-minute words' category - the highest-ranking Chinese.
