Ling Jihua is the head of the Communist Party's United Front Work Department and a deputy chairman of the CPPCC. He had worked for years as the personal secretary of former President Hu Jintao and chief of the Party's General Office. Ling's expected rise to the Polituro was thwarted in 2012 after his son Ling Gu died in a scandalous car crash in Beijing.
