Britons hope for return of past favours

ALL the government buildings in Whitehall are decked out in Manchester 2000 flags as if Britain is finally recognising that its third city does actually have a serious bid in for the Olympics.

Dogged by an image of blackened mills and grey wet skies, Manchester could never claim to have based its bid on glamour.

A NEWSPAPER report recently described Hongkong as ''solid'' in support of Beijing's bid to host the 2000 Olympics. Not quite. After spending my first 19 years under its slate grey skies, lightened only by best bitter and chips fried in beef dripping, I have earned the right to cheer on the claim of my home city of Manchester.

MANCHESTER has never figured too highly with China's government.

The English city's rapid development during the Industrial Revolution attracted the keen interest of Karl Marx and Friedrich Engels with their theories about the urban proletariat. But the Manchester-Beijing link has always been tenuous.
