Petróleos Mexicanos, better known as Pemex, is a Mexican state-owned oil company created in 1938 when the government nationalised private and foreign companies. It has been accused of being hide-bound, bureaucratic and inefficient. A massive explosion in January 2013 that destroyed part of Pemex’s headquarters in Mexico City killed 37 people and gave further ammunition to its critics.
