China softens stance on HK laws

China last night appeared to soften its demand that some Hong Kong laws must be repealed or amended for use after the handover.

The Preparatory Committee, China's principal body overseeing handover matters, promised a cautious approach when vetting legislation to decide whether it adhered to the Joint Declaration and the Basic Law.

A HUMAN rights group yesterday presented a petition with more than 15,000 signatures to the Preliminary Working Committee, to protest at its suggestion to reinstate six laws amended by the Bill of Rights.

THE Preliminary Working Committee is coming to the end of its controversial existence. It will dissolve after holding its final plenary meeting next month, making way for the Preparatory Committee that will be formed early next year.

THE Preliminary Working Committee's (PWC) proposal to overturn key elements of the Bill of Rights has generated grave public concern throughout the territory.
