Danger of collapse ruled out despite warning

Meetings ban

MOSCOW: A state of emergency banning almost all public gatherings was declared yesterday in Dushanbe, the embattled capital of the former Soviet Central Asian republic of Tajikistan, the ITAR-Tass news agency said. Rival clans and political groups have been at war for months in Tajikistan, the poorest of the former Soviet republics.
