After holding talks in Durban, leaders from Brazil, Russia, India, China and hosts South Africa (BRICS) agreed in principle to create a joint infrastructure lender but said further talks were necessary to finalise the plan to launch their eagerly awaited development bank.

European leaders wound up their final summit of 2012 in much the same manner as they started the year - playing for time, crossing their fingers, hoping the worst is behind them.

In the almost three years since the Greek drama erupted in February 2010 and spread quickly around the euro-zone fringes, the leaders have never quite managed to get ahead of the curve.

Russia will propose that China and India join the G8, the deputy chairman of the G8 Summit Organising Committee said last night on the eve of the St Petersburg summit.

'We believe ... from our stand point, that inviting [China and India] to join is important and its function will be similar to having the US, France and Italy [and others],' said Vladimir Kozhin.

G7 democracy call

Japanese Prime Minister Ryutaro Hashimoto will tell the G7 summit this month China should maintain democracy in Hong Kong after the handover, government sources said yesterday.

At the June 20 to 22 summit in Denver, Mr Hashimoto will join US and British calls for Beijing's observance of the 1984 Joint Declaration.
