A campaign that seeks to temporarily reprieve lawbreakers who turn themselves in can be a pragmatic solution, especially when the wrongdoings are so common that enforcement has become increasingly difficult.

There has been a lot of talk over the years about whether every male child of Hong Kong's "indigenous" villagers should continue to have the legal right to build a new village house.

200,000 village houses face warnings on illegal structures

Buildings Department officers will this week begin handing out as many as 200,000 warnings and demolition orders to the owners of village houses with illegal structures.
