China's annual meeting of parliament starts amid tight security

China's National People's Congress (NPC), an annual meeting of parliament, starts amid tight security on Wednesday. China is to "declare war" on pollution, Premier Li Keqiang said in the meeting. An increase of 12.2 per cent in military budget is announced as China vowed to safeguard the nation’s territorial sovereignty.
