CHINA will consider setting up a dispute-resolving body in Guangdong to handle complaints launched by Hong Kong people, according to Vice-Premier Qian Qichen. Speaking to the Democratic Alliance for the Betterment of Hong Kong, he reportedly agreed that the majority of commercial disputes had taken place in the southern province. He was not specific on details of the new body. Tycoon Li Ka-shing had earlier proposed the formation of a high-level arbitration body to settle commercial disputes.
