THE brother-in-law of Police Commissioner, Eddie Hui Ki-on, is being tipped for a senior promotion in the last major re-shuffle of the force's top command prior to the change of sovereignty.

Chief Superintendent Dick Lee Ming-kwai is hot favourite to win one of three jobs at or above assistant commissioner rank.
Mr Lee, 44, whose wife is also a chief superintendent, would be the youngest officer at such rank.
His appointment would bolster choices in the police succession plan.
However, the force's most senior woman officer, Chief Superintendent Felicia Wong Leung kam-shan, 51, has apparently been overlooked again.

It is believed Mrs Wong has been passed over three times in her bid to reach assistant commissioner rank.
