THE brother-in-law of Police Commissioner, Eddie Hui Ki-on, is being tipped for a senior promotion in the last major re-shuffle of the force's top command prior to the change of sovereignty.

Chief Superintendent Dick Lee Ming-kwai is hot favourite to win one of three jobs at or above assistant commissioner rank.

Mr Lee, 44, whose wife is also a chief superintendent, would be the youngest officer at such rank.

His appointment would bolster choices in the police succession plan.

However, the force's most senior woman officer, Chief Superintendent Felicia Wong Leung kam-shan, 51, has apparently been overlooked again.

It is believed Mrs Wong has been passed over three times in her bid to reach assistant commissioner rank.

Sources say it is unlikely any senior expatriates will be approved for the posts as management is trying to fortify top ranks against the impact of a possible exodus of officers in the years straddling 1997.

'It will certainly be interesting to see exactly where the jobs go,' said one senior officer, who cited vetting delays as the reason no announcement has been made on the posts.

News of Mrs Wong's failure to win approval will dampen the force's desire to project better career opportunities for women.

Falling applications from women to join the police force, management has tried to broaden the female profile by expanding the type of duties available to women.
