I REFER to the report in the South China Morning Post on December 22, where the Consumer Council condemned British American Tobacco's promotional 'Cigarette Packs for Free Movie Tickets programme'.

Do we not hear and see all the time that suppliers (yes, they have human rights, too) may refuse the sale or supply of goods and services as they see fit? If we were to conduct a street survey on this case who do you think would win - holier-than-thou supporters of the Consumer Council, or decent, honest, hard-working folks in the streets who might consume a cigarette every now and then? Is the Consumer Council aware that it is becoming the 'Moral Whip Council'? N. T. TSUI Happy Valley
