WHEN China and the United States resume talks today over mainland violations of intellectual property rights (IPR), a wide gap will remain between the two despite a new proposal by Beijing.

While US officials described it as a clear step forward, it appears that the major sticking points have yet to be resolved.

A senior US official said on Monday that the US would not back down on its demand that China cracked down on the 29 pirate plants with the capacity to produce 75 million pirate CDs a year, in particular the Shenfei Laser Disk Optical Systems Company.

Shenfei is alleged to have links with high-ranking Chinese officials.

China in turn has warned that it would not make any new concessions and has also said that it has done all it can on piracy.

While analysts are quick to attribute the harsh exchange of words as 'posturing' there are concerns that the US may proceed with sanctions, especially with the change in power in the Congress.
