DISSIDENT candidate Lau Shan-ching yesterday withdrew from the elections, saying he wanted to concentrate on the September Legislative Council poll.

Mr Lau pledged last Thursday to stand for both the Urban Council election and the district board by-election, after winning a petition in the High Court.

The court also ruled the election for the Lai Wah constituency of Kwai Tsing District Board to be invalid. Mr Lau was barred from standing in that constituency because the returning officer said he was not an ordinary resident.

Mr Lau last week signed up for the race for the Urban Council Kowloon City North seat, which has attracted two other candidates - Urban Council chairman Ronald Leung Ding-bong and ex-Liberal Party member Lee Cheuk-fan.

Mr Lau has accused Dr Leung of being incompetent and bureaucratic, and said yesterday he regretted not being able to challenge him.

'I can only hope he will have a better performance if he is elected this time,' he said.
