I DISAGREE with the letter headlined, 'Get tough with taxis' (South China Morning Post, January 23), on the following grounds: The suggested fixed penalty of HK$5,000 is not a small amount. Such fines should only be imposed by courts, not by police.

The correspondent said a change of driver should not take place during rush-hours.

For business reasons, very few taxi drivers change shifts during rush-hours.

The tourist business is one of the major industries of Hong Kong. To keep tour buses off the road during rush-hours would ruin the tourist industry. Some tourists arrive at Kai Tak during rush-hours. Should they be kept there until the rush-hour is over? PATRICK PANG Yuen Long
