I REFER to Mr Roger Longbottom's letter (South China Morning Post, January 19) concerning the performance of bus and public light bus drivers. Basically, the responsibilities for monitoring the performance of franchised bus drivers at the operational level rest with the franchised bus companies. The performance of their drivers is monitored by driving instructors and plain-clothes inspectors either on board the bus or with spot checks. The drivers' accident records are reviewed on a regular basis. Refresher training courses are provided to those drivers who are accident prone, who have driving problems, or who are subject to frequent complaints. Drivers involved in accidents will be suspended from passenger-carrying duty pending investigation and further training. Apart from disciplinary actions, the bus companies have set up safe driving bonus schemes to provide incentives for drivers to perform their duties properly. Similarly, the day-to-day performance of green minibus drivers is monitored by green minibus operators who will take disciplinary action against drivers who misbehaved. On the government side, the performance of the bus drivers is monitored through different channels including public complaints, on-site surveys, accident statistics and the bus companies' regular returns on their own regular and spot inspections. In case any problems are found, the bus companies will be directed to improve. Green minibus services are closely monitored by the Transport Department. Regular surveys and surprise checks are conducted to ensure proper and efficient services. Green minibus operators are required to promptly rectify any driver malpractice or act of misbehaviour. In addition, the police continue to take enforcement and prosecution action against any traffic offences including speeding committed by bus and green mini-bus drivers.
