Dominic Howard said he fully expected to be questioned about the parcel after it set off security alarms, but the 29-year-old diabetic was waved through the customs checkpoint with no questions asked.

'I thought it was going to be bad and I had my explanations tripping off my tongue, but I was really surprised they didn't check,' said Mr Howard.

The incident puts a question mark over the effectiveness of customs officers and comes less than one week after Hong Kong was named by US President Bill Clinton as one of the world's top drug-trafficking centres.

Legislator James To Kun-sun said he would demand that security at the airport be improved.

'They will have to step up security checks for this kind of situation,' Mr To said.
