Empty flat

ON Wednesday, at around 7pm, I was on a bus which passed by the Housing Department's HQ in Homantin. All the lights on all the floors were on, but there was no-one in any of the offices. This is a waste of energy.

My mother lives in a public housing estate in Sha Tin. A neighbour moved out almost two years ago. The flat has not been re-occupied even though there is a long public housing waiting list. Why has it been vacant for so long? NAME AND ADDRESS SUPPLIED
