SENSITIVE Executive Council documents related to 'Britain's responsibility' towards the territory would be shipped to Britain before 1997, a senior official said yesterday. They would include papers on the democratic reform talks and Joint Liaison Group negotiations. The official said Exco members would be consulted on what to do with other papers that covered domestic policies. The Joint Liaison Group agreed in 1990 how government records were to be handled. Britain said files and records crucial to the administration's operation would be kept in Hong Kong.
