VOTERS in North Point East will have a chance to choose between a radical pro-democracy activist and a pro-China figure.

  Shing Wai-pong from the New York-based Chinese Liberal Democratic Party (CLDP) is running against the pro-China Democratic Alliance for the Betterment of Hong Kong's (DAB) Eastern District Board member Wong Kwok-hing.

  Admitting he had less chance than Mr Wong of winning, Mr Shing said he was running only to make it more difficult for Mr Wong to take the seat.

  Mr Shing lost to the DAB's Wong Lap-shing in the Hing Man constituency in Chai Wan in last September's district board elections.

  The radical CLDP, formed in New York after the Tiananmen Square massacre, aims at overthrowing the Chinese Government with whatever means, including violence.

  The party's members include mostly dissidents in the United States, Hong Kong and China.

  Although Mr Shing is the only candidate from his party running for the March elections, he said he would not use his radical party banner as his selling point.

  'I talked to the voters a lot about our political ideology, but they seem not really to understand,' he said.

  He said he would focus on municipal issues such as improving the environment of markets.

   Mr Wong asked whether Mr Shing had the sincerity to work for the community in the Urban Council.

  'He doesn't seem to be taking the election seriously. He's just using his old posters and other candidates' boards used in the district board elections,' he said.

  'On the other side of his boards, there are pictures of other candidates who ran for the district board elections, and that really confuses the voters.'   Mr Shing said he used old posters and boards because he wanted to save money as he only had $30,000 for election expenses.

  There are five other constituencies in the Eastern District.

  Four candidates are running in North Point West: independents Yuen King-yuk and Mathias Woo Yan-wai; the Liberal Party's Jennifer Chow Kit-bing; and the Hong Kong Democratic Foundation's Tony Chan Tak-wai.

  In the Quarry Bay constituency, former Liberal Party member Kong Tse-wing is running against the Democratic Party's Lai Chi-keung and independent Yuen Ki-kong.

  Four independents are running in the Shau Kei Wan constituency. They are Daniel To Boon-man, Alexander Fu Yuen-cheung, Hui Ka-hoo and Chum Ting-pong.

  The Democratic Party's Chan Tim-shing is running against the DAB's Chao Shing-kie in the Chai Wan West constituency.

  And in Chai Wan East, the Democratic Party's Tsang Kin-shing is competing with Christopher Chung Shu-kun from the DAB.

  In the Southern District, former Liberal Party member Joseph Chan Yuek-sut was returned uncontested in the Aberdeen and Bays Area constituency.

  The Democratic Party's Cheng Kar-foo is running against district adviser Wong Man-chiu in the Ap Lei Chau constituency.

  In Pokfulam and Wah Fu, the Democratic Party's Lai Hok-lim is competing with Tse Wong Siu-yin from the Hong Kong Alliance of Chinese and Expatriates.
