Beijing is not expected to object to the appointment, which will be officially announced next week.
Mr Tsang will lead a delegation to Beijing this month.
The Government's financial contact with China will be further intensified by a visit shortly afterwards by a delegation headed by Secretary for Trade and Industry Chau Tak-hay.
Mr Tsang's tour will study the mainland financial system, while Mr Chau seeks better trade contacts.
