THE Preliminary Working Committee (PWC) yesterday came under attack from some Hong Kong delegates to the Chinese People's Political Consultative Conference (CPPCC), over its failure to consult them on proposals crucial to the territory's future.
Speaking at a CPPCC meeting in Beijing, delegate Tommy Wan Tai-min said they often learnt about PWC proposals in the press.
CPPCC Standing Committee chairman, Ye Xuanping called for better consultation. He stressed the need to consult the CPPCC before making decisions on any policies or principles of major importance.
Mr Wan suggested the PWC hand its proposals to the local CPPCC delegates via Xinhua (the New China News Agency) before they were tabled to the National People's Congress Standing Committee.
'The CPPCC is a national consultation body which has the right to know and to make suggestions,' he said.
Another CPPCC delegate, Kenneth Chow Charn-ki, said there were insufficient communication channels between the CPPCC, the PWC, the National People's Congress and other Chinese advisory bodies in Hong Kong.
