Down the drain . . . a bid by Democrat the Reverend Fung Chi-wood (above) to lower the sewage charge for domestic users was defeated by 35 to 14 votes. Mr Fung, who on Monday announced he was quitting politics, moved a motion to reduce the charge from $1.20 to $0.70 per cubic metre. He rejected the claim that the charge was already low. 'As this is the first phase of the charge . . . I think it will go up and create a financial burden for poor families,' he said. The Government said the sewage charge was moderate. Half of households would pay less than $8 a month and 85 per cent would pay less than $18.
