MR Leung Man-kin, the Secretary for Education and Manpower, was misleading the public when he compared the unemployment rate of 2.8 per cent now when there are imported workers, to that of over three per cent in the early 1980s when there were no imported workers, and concluded, in the Legislative Council, that, 'the importation of labour is not linked to the unemployment rate at all' (South China Morning Post, April 20). The statistics could mean that for every 100 Hong Kong workers, there were 97 jobs in the early 1980s. Now there are 107 jobs, 10 of which have been taken up by imported labour.
