I REFER to the letter headlined, 'Bureaucracy clogs up pool' (South China Morning Post, April 25). I agree with Mr Taylor that the Hong Kong Government could and should be much quicker in processing paperwork for the opening of the swimming pool at Stanley Fort. However, I would like to pose two questions to the management at Stanley Fort, First Pacific Davies.
Why were residents told that the pool would be opening on April 1 when, according to an individual with the management office, the permit to open wasn't applied for with the Government until around April 1? Surely, First Pacific Davies which manages properties throughout the territory, was aware a permit was necessary for operation of the swimming pool and the approximate length of time it takes to acquire such a permit. Why then, did it wait until such a late date to apply for the permit? Again, I agree that the Hong Kong Government could be more efficient, however, in this case, I also think that First Pacific Davies should shoulder most of the blame for this blunder.
