THE Communist Party in Shenzhen has endorsed a protege of President Jiang Zemin as a new deputy secretary, it was reported yesterday. Huang Liman was elected yesterday at the end of a four-day municipal party congress, a report by the semi-official Hong Kong China News Agency said. Ms Huang, who was the secretary-general of the Shenzhen Communist Party, had worked with Mr Jiang in the Ministry of Electronics during the early 1980s. Meanwhile, Shenzhen Party Secretary Li Youwei was re-elected at the congress. Both Mr Li and Ms Huang are believed to be close associates of Mr Jiang, the General Secretary of the Chinese Communist Party. This year Mr Jiang has expanded his influence by promoting a number of his proteges to both the central and regional governments. They included the two new vice-premiers, Wu Bangguo and Jiang Chunyun, and Shanghai Mayor Xu Guangdi. Before the closing of the congress, Mr Li talked about the future developments of Shenzhen and the city's plans to become an international metropolis in the coming decade. The agency said that also elected deputy-secretaries at yesterday's meeting were Executive Vice-Mayor Li Zibin and Vice-Mayor Li Ronggen. Their election was part of an ongoing personnel reshuffle in the Special Economic Zone. It is believed that Mr Li Ronggen will be made executive vice-mayor and Mr Li Zibin will be promoted as the city's mayor next month. Yesterday's meeting also confirmed the departure of three vice-mayors - Lin Zuji, Zhang Hongyi and Li Chuanfang.
