I WRITE to clarify points raised by Mr Tang Kwok-wai in his letter headlined, 'Police complaint not trivial' (South China Morning Post, April 12).
First, let me say that all complaints against police are taken seriously, not least those involving discourteous behaviour.
The Complaints Against Police Office (CAPO) is responsible for investigation of all complaints and deals directly with alleged serious offences.
Where complaints relate to less serious behavioural - rather than potentially criminal - offences, CAPO can refer initial investigation to the police officer's own formation.
CAPO supervises and reviews all such investigations which are ultimately submitted to the Independent Police Complaints Council (IPCC) for monitoring and endorsement.
Mr Tang's complaint was reviewed by the Superintendent in charge of CAPO in Kowloon, who determined that it was appropriate to be handled by the relevant police station in Kwun Tong.
