DRIVING up Repulse Bay Road, towards Parkview, last week, I was waiting at a set of temporary traffic lights as the road surface was being drilled, dug-up and eventually re-surfaced.
To my absolute horror all of the six or so labourers who were shovelling the old bitumen, just flung the large chunks of rubble down the side of a hill. 'Out of sight, out of mind', as they say. The labourers and contractors do not seem to care. Surely the rubble should have been loaded on to a truck and disposed of properly or even re-cycled. The damage to the natural environment of rubble being dumped is pretty obvious. What has the Highways Department got to say? Also, now that the once-green roadsides on Repulse Bay Road and along to Stanley are now sealed in ugly grey concrete-spray, could The Urban Council or Highways Department plant fast-growing plants and creepers to cover the revolting concrete facades? The concrete was so carelessly sprayed all over plants and tree trunks. One doesn't have to be a botanical expert to know that nothing will survive under a bed of concrete. Let's remember our 'Green Hong Kong' campaign.
