FORMER journalist David Chan Yuk-cheung, a loser in the Legislative Council direct elections four years ago, will stand in September's poll in one of the nine new functional constituencies.

Mr Chan, a public relations consultant who used to present RTHK's Legco Today, will run as an independent in the business service functional constituency which covers more than 260,000 employees in insurance, financial services and real estate.

He said the territory-wide functional constituency elections were more challenging than the conventional direct elections in geographical constituencies.

'The number of electors involved in the new constituencies exceeds that of the direct elections,' Mr Chan said.

He rejected suggestions that he had switched from Central and Western District because of his defeat in the Urban Council elections. 'I never committed myself to contest the directly elected seat for Central and Western,' he said.

He was defeated in March by Democratic Party member Kam Nai-wai by about 2,000 votes. In 1991, Mr Chan lost to United Democrat Dr Huang Chen-ya by 1,600 votes.
