SIGNS of an accord on the early establishment of the Court of Final Appeal emerged yesterday as British and Chinese negotiators decided to keep talking.

Having made progress in an extended session this week, they decided they should meet again next week.

A source close to the talks said: 'It looks very encouraging. There're some hopeful signs. But until the Chinese have responded it is difficult to be more upbeat than that.' Speaking after a five-hour final meeting yesterday, Chinese negotiating team head Chen Zuo'er said progress had been made.

Mr Chen, a member of the Joint Liaison Group, said the British team had given a 'positive response' to the basket of proposals raised at the opening session on Tuesday.

'We are pleased to see the discussion between the two sides is meaningful and useful. The discussion has achieved progress,' he said.

'However, some problems are still to be resolved,' he said, without specifying any area of concern.
