But elderly watchmen will slip through the net, much to the displeasure of the police.

The recommendations from the Police Crime Prevention Bureau have gone to the independent Security and Guarding Industry Authority formed this month to improve standards in the security business.

But the new laws are unlikely to have an impact on crimes such as the alleged planned robbery of a Securicor van earlier in June in which one of the firm's employees was arrested.

Bureau Chief Superintendent Mike Murray said the police had pushed for better security legislation for years, but no law could ever make security fool-proof.

The five-member authority, chaired by legislator Miriam Lau Kin-yee, is working out criteria for licensing security firms and their employees, under the Security and Guarding Services Ordinance which came into effect on June 1.
