THE Government came under attack yesterday as it tried to win Urban Councillors' support for the Court of Final Appeal bill.
Director of Administration Richard Hoare wanted councillors to exert influence over legislators to vote for the bill.
But the majority of speakers said the accord was delaying problems so they could eventually be decided by the post-1997 courts or the National People's Congress.
Hong Kong's stability and prosperity would be damaged by the accord, said the Democratic Party's Lai Chi-keung.
Another party member, Chan Kwok-leung, was indignant the Government expected support for an agreement which did not define acts of state.
Mr Hoare admitted there was some confusion over 'acts of state' because the Basic Law was 'not satisfactory'.
